Your telegram No. 1467 of the 13th October:

Canton-Kowloon Railway.

Transit facilities over Canton-Kowloon

Railway may have to be refused to Japanese in

interests of order and security of Hong Kong.

Japanese will hardly agree to make payments in

absence of such facilities, and I think it will

therefore be best not to raise issue with them.

Should the Generalissimo refer to the

matter you may inform him that our attitude is the

same as in case of other railways which have been

occupied or cut by Japanese.

General

representations have been made to the Japanese

Government asking them to recognise and respect

British interests in all such lines.
